Unable to add additional owners and administrators to Manage Google Play Store

It looks indeed like you lack permission. Unfortunately until Google make a needed change, the bind requires super admin permissions for setup, though for visibility in the console afterwards I would hope this can be downscoped to just device management roles.

As the bind was created with a managed Google domain, all management of the bind is done through admin.google.com, under Devices > Mobile & endpoints > Settings > Third party integrations.
All workspace superadmins can create and manage the bind in there now, there's no need to use adminsettings in play.

If the steps have changed, Google should update their knowledge base article to direct users to admin.google.com.
In my admin console, there are no admin controls visible, which leads me to believe that the account might not have the necessary Superadmin access. I'll need to speak with our Google admin to enable that role for our account.Out of curiosity, what are the prerequisite roles and permissions that a Managed Google Play account should have in the Google Admin console? I couldn't find any information about this from Google or Microsoft.
