Do we have to create new project always for each new organisation ?

I want to know correct way for enrolling new organisation for Android Management API Services.

Sir, I have one more question I am using service account for creating new enterprises is it good or i have to change my approach.

No that's good, use your project service account for any AMAPI requests. that's the way to do it.
