We just did the testing our self and can also confirm COPE enrolled devices do not get deployed. Intune reports the profile have been sent successfully, but no wifi profile on the device. This was tested on a Pixel device. COPE enrolled devices do NO...

Have you tried fully managed profile, you can remove system apps, only allow approved apps. But you won't have a separate work and personal profile.

It says it was added as part of API 21, is it just laziness from MS or is it supported for devices from API 21.I will also raise a ticket to Microsoft.
